City ordinance requires that all dogs and cats must be vaccinated against rabies by four months of age, and then at regular intervals thereafter in accordance with rules adopted by the Texas Health and Safety Code. Rabies vaccinations must be administered by a licensed veterinarian.
There are several other vaccinations that are beneficial for your pet, but not required by law. Yes, the City of Bedford requires that all pets be registered annually. Registering a pet provides Animal Services with access to vaccination information in the event of a bite and assists in reuniting a lost pet with its family.

Drawings and documents shall be sealed, signed, dated and designed by a State of Texas registered architect, registered engineer, registered interior designer, where applicable as required by the State of Texas Engineering and Architect Practice Act. Foundation plan, details and engineer's letter shall include: address; subdivision; lot; block; and plan number. A form survey sealed by a State of Texas licensed surveyor will be required to be on site for the plumbing rough inspection. One set of plans must be on job site at all times.
The Inspection Request Line is available 24 hours a day. Before calling for an inspection, the general contractor should check with all subs to ensure the project is ready for inspection. All inspections must be called in by the permit holder, general contractor or an authorized agent. City approved plans shall be on the job site. For inspection request line please call 817-952-2155. All inspections called into the inspection request line before 8:00 a.m. will be scheduled on that business day. All inspections called into the inspection request line after 8:00 a.m. will be scheduled on the following business day. Emergency inspections for special conditions or that are associated with inclement weather that necessitate electricity, gas or safety prevention qualify for same day inspection. Site Identification Street address, lot and block numbers must be posted and maintained at the construction site in such a manner that they can be read from the street. Inspections may not be performed if the street address, lot, and block are not displayed. Inspection Notification At the completion of each inspection, an inspection report will be posted by the Building Inspector. Inspection reports will be posted on the job site and shall not be removed from the job site. The Building Inspector will update any report when violations are corrected and a recall inspection is made.

Yes, a permit is required for a garage sale. Only City issued garage sale signs may be displayed. Garage sale signs can only be placed on private property within 24 hours of the sale and must be removed within 24 hours after the conclusion of the sale.
The City will issue you 3 garage sale signs to use for $10 with the option of purchasing 2 additional signs at $2 each. These are the only signs that can be used. Each residence is allowed to have a maximum of 4 garage sales per year, up to 3 days maximum per sale.

Residents of Bedford may take their hazardous household waste items to the Fort Worth Environmental Collection Center free of charge with a voucher from Customer Service (Water Billing Department). Residents must obtain a Bedford ECC program voucher before taking waste to the collection center. Please present proof of residency, such as a recent water bill, to receive your voucher.

Unfortunately, we are unable to host birthday parties. However, we'd be happy to schedule a "station tour" for your child and their party guests. The tour includes fire personnel providing a tour of the station (including the fire trucks) to you, your child, child and their guests. The Bedford Fire Department cannot accept used needles or medical waste from the general public. Instead, please dispose of them in a proper medical waste container or place them in an empty detergent bottle (to protect people from being poked) and place in the trash. Every smoke detector has a test button, usually in the center of the detector. Press the test button and hold it for a few seconds. If it is working correctly, the alarm will sound and will automatically stop when you release the button. Remember to test your smoke detector monthly and change the batteries twice a year.
You need to have smoke detectors in each sleeping room, in the hallway outside of sleeping rooms and on each floor level of your home. The most common place to put a smoke detector is on the ceiling of the room. The detector should be mounted no closer than 12 inches from the side wall or if mounted on the wall, no closer than 12 inches from the ceiling. Make sure not to place the detector outside of bathroom doors, in kitchens, and other areas that produce vapors that might lead to accidental detector activations.
There are two basic types of smoke detectors - ionic and photoelectric. Both types of detectors work well to detect fires where there are open flames. Tests have shown that the photoelectric detectors are better in detecting smoldering fires, the type of fire most common in homes.
All new homes are required to have smoke detectors that run off of the normal household electrical circuits with battery backup. Older homes, built before smoke detectors were required are often supplied with battery-operated smoke detectors only. Hard wired detectors that run off of a home's normal electricity can be installed or retrofitted into existing homes.

No. It is illegal to possess or discharge fireworks in Bedford at any time. Fireworks violations are criminal misdemeanor violations, with fines as much as $2,000 for each citations, and up to one year in jail may be assessed. It is mandatory for the fireworks to be seized, as well.
A multi-purpose fire extinguisher is best for the home. Look for the rating to be at least 2A 10B C on the label. This extinguisher can be used on any type of fire commonly found in the home (it will often be labeled A-B-C). It is recommended that an extinguisher be installed in the kitchen and in the garage.

Automatic fire sprinklers are connected to a series of pipes that run through the building's framework. The pipes are connected by control valves to a city or other reliable water supply. When a fire occurs, water automatically discharges through the sprinkler heads to extinguish or control the fire until the fire department arrives. Fire sprinklers are activated from the heat of the fire. Only the sprinklers directly over the fire are activated. Most fires are contained or extinguished with only one or two heads going off. Sprinklers in homes are very effective life safety devices that significantly enhance your chances for survival if there is a fire in your home.
The City of Bedford prides itself on the delivery of state-of-the-art emergency medical services to our community. Bedford ambulances and fire trucks are staffed by cross-trained firefighter/paramedics and firefighter/EMTs. A fire truck is dispatched with the ambulance on many calls for various reasons, such as the fire truck may be closer and can initiate medical care before the arrival of the ambulance. Bedford also uses intensive pre-hospital emergency care treatments. The crews of the fire truck and ambulance make a highly efficient team that provides the public with an unsurpassed level of care.
You may see Fire Department personnel at the store because they work a 48-hour shift, and must eat their meals while working. The firefighters eat together, and crews pay for their own food. Each morning, after the equipment is checked and the housework completed, one of the vehicles (either the engine or ambulance) will then make a quick trip to the grocery store to purchase the food that will be prepared for the shift. All crews remain in service during meals to respond to calls.
When you become aware of an approaching emergency vehicle, pull to the right and stop. If you are approaching an intersection and see an emergency vehicle that is approaching the intersection from behind you or another direction, come to a stop preferably one or two car lengths back from the intersection. These simple maneuvers can result in seconds saved by the emergency vehicle and can translate into a huge difference for someone who is having a medical emergency or is experiencing a fire.

A police officer must be at least 21 years old to be licensed in Texas. There is no maximum age limit to apply for the Bedford Police Department. If you are fit enough to pass the Row Evaluation, medical examination, and complete the police academy (if necessary), there are no physical limitations on who can apply.
Tattoos: Non-offensive tattoos are allowed to be visible. It is the policy of the Bedford Police Department that tattoos or brands that are prejudicial to good order are prohibited. Additionally, while on or off duty in uniform or on duty in civilian attire, employees are prohibited from exhibiting tattoos, body art, or brands that are offensive or demeaning to persons of ordinary sensibilities.
Mustaches: Mustaches shall not extend a half-inch below the corners of the mouth or beyond the natural hairline of the upper lip and shall be short and neatly trimmed, with no more than a half-inch in thickness.
Sideburns: Sideburns shall not extend below the bottom of the outer ear opening (the top of the earlobes) and shall be trimmed and neat, except for members in certain specialized units, or if permitted by the Chief of Police or the authorized designee.
Goatees: Goatees must be neatly groomed, with the sides of the goatee extending straight down from the outer edge of the mustache or no more than a half-inch beyond the corners of the mouth, and shall not extend more than 1.5 inches below the peak of the jawline. The goatee shall not be more than a half-inch in thickness. The mustache shall not extend over the top edge of the upper lip.
Beards: Beards must be neatly groomed and shall not extend more than1.5 inches below the peak of the jawline. The beard must be edged on the cheeks and under the jawline and shall not be more than a half-inch in thickness. The mustache shall not extend over the top edge of the upper lip.
Facial Hair (In General): No extreme styles are permitted, except for members in certain specialized units, or if permitted by the Chief of Police or their authorized designees. Employees choosing to grow facial hair shall begin the growth during time off and may not report for duty with less than three day’s growth, provided that such time is sufficient to present an intentional and established growth. Patchy, spotty, inconsistent or sparse facial hair will not be permitted. An employee’s supervisor may determine, individually, if an employee’s facial hair does not comply with this policy. The Chief of Police retains final approval over continued facial hair growth.

The Bedford Police Department uses two different police academies to train new recruits. Once hired, Police Officer Recruits will be sent to the next academy of Bedford PD's choice.
Once hired, the Bedford Police Department will pay you a salary, provide full benefits to you and your family, and pay for the cost of the academy. The only items you are required to pay for yourself are footwear and gym clothes for the physical fitness training during the academy.
The academy hours are generally 8 a.m. to 5 p.m., Monday through Friday. The training curriculum is an adult education program, with practical and physical fitness training.
This will depend on the time of the last usage and frequency of usage. The minimum requirements state no drug use within the past five years and no marijuana use within the last three years.
Honesty and integrity are important facets of police work. If you are found to have intentionally omitted important information or are found to being deceptive, you will be permanently disqualified from the hiring process.
Police recruits and dispatch applicants are required to pass a psychological and polygraph exam. These tests are administered after a conditional job offer is made to the applicant. The Bedford Police Department incurs the cost of these tests and they are conducted off-site by a third-party contractor. The applicant will be required to complete additional paperwork prior to their appointment with poly/psych examiner. Administration of the exams will take approximately half a day and are administered Monday- Friday. Failure of either exam will result in the application being rejected. Should the applicant fail either exam, he or she will not be allowed to appeal.

Smoke detectors are the single most important means of preventing fire fatalities in homes by providing an early warning signal – so you and your family can escape to safety.
Install smoke detectors on every level of your home, including the basement if you have one. For extra safety, install smoke detectors both inside and outside sleeping areas. Since smoke and many deadly gases rise, installing your smoke detectors at the proper level will provide you with the earliest warning possible.
In most cases, all you will need is a screwdriver to install a smoke detector. Be sure to follow the directions from the manufacturer because each brand is different. If you are unable or not sure what to do, contact the Bedford Fire Department at 817-952-2500 and firefighters will come to your home to install the detectors, free of charge.
Smoke detectors are easy to maintain. Check and replace the battery, if needed when you change your clock during Daylight Saving Time in the fall and spring. Some smoke detectors on the market now come with a 10-year lithium battery. This type of smoke detector is designed to be replaced as a whole unit, thus avoiding the need for battery replacement.
If your smoke detector starts making a “chirping” noise, replace the batteries and retest it. Test your smoke detectors at least once a month by pushing the test button on the front of the smoke detector for a few seconds.
Smoke detectors will last about eight to ten years after the manufacturer date. This date is usually found on the back of the smoke detector or inside near the battery. You may also write the purchase date on the unit with a marker as a reminder. Like most electrical devices, smoke detectors wear out.
Your smoke detector is doing its job. Do not disable your smoke detector by removing the battery if it alarms due to cooking or other non-fire causes. Clear the air by waving a towel near the detector, and leave the battery in place. The smoke detector may have to be moved to a new location. If so, please call the Bedford Fire Department at 817-952-2500 and firefighters will be sent to your home for free assistance.
Smoke detectors are considered to be “hard-wired” if they are connected to the household electrical system. These detectors may or may not have battery backup. These types of smoke detectors should be tested at least once a month. Notify your Home Security Monitoring Service before testing if your “hard-wired” smoke detector is connected to your home security system.
If a “hard-wired” smoke detector needs to be replaced, homeowners should contact a licensed electrician, as the Bedford Fire Department does not handle changing out these types of detectors.

Considering the high cost of subsidizing the operational side of the Center, it would be irresponsible if the City did not look at outside options/sources for providing these services.
The City would have to spend approximately $907,053 if the City operated the Center annually.
The YMCA approached the City of Bedford with this idea, which is why City staff has had discussions with them. The City will went through a formal Request for Proposals (RFP), which was open to any entity that was interested in operating the Center. The YMCA of Fort Worth was the only organization to submit a proposal.

The City Manager, Mayor, and Council will present a plan to further reduce membership rates for residents, beyond the 20 percent discount, at an upcoming Council meeting.

An individual can save up to $27 on the monthly rates, if the YMCA were to operate the Center based on current rate proposals. A family could save up to $43; again, if the YMCA were overseeing the Center’s operations based on current rate proposals.

One of the common questions Bedford has received is in regard's to the City of Grapevine's recreational facility and its rates. Grapevine collects almost triple the amount of sales tax that Bedford does, and has approximately the same population. The extra sales tax enables them to subsidize the operational costs so their membership rates are less. There are additional reasons why other Cities are able to offer lower rates. First, their rec centers are much older so their debt service costs are either minimal or non-existent. Second, those facilities typically don't offer the modern and wide variety of amenities that Bedford will offer. Finally, Bedford is still doing its due diligence to see if rates can be lowered any further. However, any subsidy will reduce the amount of funds that the City can use to provide other services.
The YMCA offers a wider variety of programs than the City of Bedford has historically provided. The YMCA has already determined what works well for senior programming and services through their many years of experience running recreational facilities. As an example, the YMCA’s Silver Sneakers program, which would provide many, if not most, eligible seniors with a greatly reduced or free membership rate.
No. Employees will not be negatively impacted. However, if there’s no longer a demand for senior programs at Old Bedford School, the YMCA has agreed to hire any employees that are currently overseeing senior programming.
The initial operations agreement is for five years. Either party can terminate the agreement, by providing a one-year notice. The City of Bedford estimates it would take a year to hire an experienced staff to meet the Center’s staffing needs.
The contract between the City and any outside entity approved to oversee the Center’s operations would contain performance measures, required monthly financial reports, an annual audit, in addition to regularly-scheduled presentations to the City Council.
The City is still working on these details, as the City does not have a finalized agreement in place with the YMCA. More information will be posted when available. The City of Bedford will always have its logos and branding more prominently featured, regardless of partner.

The City will routinely monitor the financial performance of the YMCA as it pertains to the Center. If membership numbers grow stagnant, it will be taken into consideration as the City evaluates the relationship moving forward.
There is not a concern of non-Bedford based YMCA members overrunning the Center. Based on YMCA data that looks at how often members use facilities outside their home branch, City staff estimates approximately 10 percent of the Center visits will be from other YMCA branches.
The YMCA shall enable visitors to purchase day passes. Bedford residents will be allowed to purchase up to 10 guest passes per year. Non-Bedford residents will be allowed to purchase up to three guest passes per year.
There will be fitness classes and they will be included with regular membership.

The City smart meters are read by cell phone towers and collect water usage data every 15 minutes. The reads are updated in the system every 24 hours. You can view your own usage by signing up for EyeOnWater, an online tool that allows residents to set leak alerts and monitor water usage. No, the City takes the meter readings from EyeOnWater on a monthly basis.
If a meter cannot be read because it is inaccessible for reasons such as; a vehicle parked over the meter, meter covered with debris, or a broken meter, the meter will be manually read. If the City is unable to get a manual read, the account holder is billed only for the water base rate until the meter is uncovered, repaired, or replaced.

Yes, all Bedford residents 65 years of age and older are eligible for a discount on their utility bill. Proof of age must be provided. The discount is applied to the water base rate, sewer base rate, and the recycling and storm drainage fee. It is approximately $4 a month.
The City does not offer a discount on the water bill. However, if the pool is filled anytime between December 1 and March 1, it can be taken into consideration (upon request when the sewer winter average is calculated for billing). If you fill a pool during this time period, please call or send written notification via mail, fax, or email to the Water Department. The notification should include the date the pool was filled and approximate number of gallons. Notification should be received by April 1.

To determine how much it will cost to fill a swimming pool, it is necessary to know how many gallons will be used to fill the pool and then multiply the gallons by the current water volume pass through rate.

The City uses the winter months’ average of the December, January, and February consumption for the sewer calculations on residential and multi-family customers. We average the consumption during these months to set your sewer rate for the year, which changes each year on the May water bill. If you have no preceding winter months’ usage, we use the City’s average of 6,000 gallons.

Add total consumption - 25,000 gallons, then divided by three months = 8,000 gallon average (changes May 1)
In the example, multiply the 8,000 gallon average times the current rate of $3.51 per 1,000 gallons, which equals $28.08. Then, add the current sewer base rate of $13.07 for a total sewer amount of $41.15 billed monthly. This amount will be in effect for an entire year beginning with your May bill.
To avoid penalties to your utility bill, the net amount is due in our office by 5 p.m. on or before the due date printed on your water bill. If your bill is on the first of the month, your bill is due on the 25th of the same month. If your bill is on the 15th of the month, your bill is due on the 9th of the following month.

No, the City does not provide trash containers. Trash must be containerized in plastic bags (any color but blue) or boxes weighing less than 50 pounds and set out at the curb by 7 a.m. on your collection days. You may purchase your own trash container, but you must place your closed trash bags inside.
You may set your trash out no earlier than 6 p.m. the night before your regular trash days. All brush or limbs must be cut into 4-foot lengths and bundled, with each bundle weighing less than 50 pounds.

Each Bedford household may obtain one hazardous waste voucher per year. This is a free service provided by the City.
No, but residents may take their brush, fencing, and building materials to the Arlington Landfill between 7 a.m. and 2:30 p.m. on the fourth Saturday of each month (except December and January). Please bring your drivers license and current water bill to the scale attendant. The addresses much match in order to gain free access.
This ordinance does not apply to private water shut off valves. If you do not have one, a licensed plumber may install a home shut off valve for home repairs or other emergencies. If assistance is needed for water shut off at the meter, please contact the Public Works office at (817) 952-2200. For after hour emergencies, please contact Police Dispatch non-emergency at (817) 952-2127.
With the faucet head off, turn the water on to verify if the pressure has increased with the removal of the aerator. If the pressure has increased, turn off the water, clean the aerator and screw the faucet head/aerator back on. If the pressure does not increase when the aerator is removed, this could be an overall plumbing concern.
Public Works staff can perform an inspection to verify all valves are in proper working condition at the City side. Plumbing concerns on private property will be the resident's responsibility.
The purpose of this accumulation of water is to prevent gases from exiting the sewer system and seeping into your home. If a bathroom is not utilized regularly, the water in the P-trap may have evaporated. A simple solution would be to run water in the sink and allow water to sit in the P-trap.
Another possibility is that the wax ring under the commode is deteriorating and in need of replacement. As the wax ring deteriorates, it allows sewer gases to seep through.
